The Opportunity :

The underlying philosophy of this project is Tawasol ECHO – responds to the education and child protection needs of the most vulnerable children amongst Syrian refugees and Egyptian host communities in Greater Cairo, Alexandria and Damietta. Refugees face significant barriers with regard to integration and accessing basic services, such as primary education, and are exclusively based in host communities, resulting in Syrian children enrolling in public schools, but mostly attending community-based learning centres (CBLC), which are often led by the Syrian community members. Due to the economic strains that parents are facing, some adopt negative coping strategies, such as child labour and early marriage, negatively impacting the educational opportunities and their protection. This action contributes to improved access to and quality of education through the support of vulnerable households as well as the CBLC and to a protective environment for the children. The action supports education through: (i) provision of cash grants for the most vulnerable households in order to facilitate access  to and retention in education, (ii) improving the quality of the learning centres through small rehabilitation efforts, provision of learning materials and training of teachers, (iii) improving the protective environment of the children

• The Project Manager position, based in Cairo, will provide overall managerial support to this project, working with a team of Field Officers and other staff., he/she will be closely coordinating the project activities with community-based implementing partners, other relevant government departments and also liaison with the country/regional office representative/s of the European Commission’s Humanitarian Aid and Civil Protection Department (ECHO) – the donor of the project.

Responsibilities include:

Leadership role

• Lead the coordination with the relevant PUs staff, ensuring that the project is implemented within the ambit of the strategic objectives of Plan Egypt’s Country Strategic Plan-2015-2020;
• Collaborate with the team members of other DRM projects within Greater Cairo, Alexandria, Damietta and other parts of the country in developing synergies, fostering cross learning and sharing knowledge resources;
• Networking and Advocacy;
• Build and foster relationships with local level government departments/officials and collaborating partners for efficient project implementation;
• Coordinate with ECHO and represent Plan in meetings and deliberations in relevant networks.
  

Budget and Project Implementation’s management :

• Set up and ensure well-functioning community-based M&E systems to effectively monitor the project implementation;
• Ensure that the budget planning and implementation of action plan are done with the maximum level of quality and in tandem with the project objectives;
• Support the development of the Projects Outlines (PO) in SAP, ensuring their alignment with the projects’ approved budget and donor’s guidelines;
• Support the Finance Department to generate the required financial reports that inform the projects’ team members on the progress of expenditure;
  

Do you have what it takes?
In order to succeed in this challenging and varied role you will require proven professional experience gained within a humanitarian or refugee context is essential.

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives: 

Knowledge :

• A degree in Social Sciences, Development Studies or related discipline;
• A relevant post graduate qualification is desirable. Prior experience of working on livelihoods projects will be an asset;
• A minimum of 5 years managerial experience at a similar level preferably in an NGO environment is desirable. Prior experience and knowledge of ECHO-funded projects will be an advantage;
• Good knowledge of project management and budget planning;
  Skills

• Excellent English language writing and speaking skills;
• Proven skills in the management of effective and motivated teams;
• Excellent report writing skills;
• Proven analytical skills in result-oriented task prioritization and problem solving;
• Strong communication, planning and organizational skills.
