Job Description :
Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala and Kiryandongo settlement. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development –bringing people from harm to home. The IRC currently works in 8 districts in Uganda, including Kitgum, Lamwo, Moroto, Amudat, Arua and and Kampala.
The IRC, with Funding from ECHO and SV is currently in the process of expanding its Protection (Protection, Rule of Law and Women Protection and Empowerment) program to South Western Uganda – Kyaka refugee settlement in Kyegegwa district. The program is expected toprovide life-saving services to conflict-affected and displaced refugee populations including protection and gender based violence (GBV) response and prevention programming through provision of appropriate and quality case management and GBV prevention services toRefugee and host community women and girls .Through Women and Girl’s centers, the persons of concern will be provided with a safe space to access case management and psychosocial support and to attend skills-building and socio-economic empowerment activities.
Scope Of Work :
The WPE Prevention Officer (PO) will manage the provision of prevention programming at the Women Center and via mobile community outreach to women and girls who are survivors or at risk of gender based violence (GBV). The PO will train and supervise the WPE Assistant Prevention Officers, who will increase women’s and girls’ access to information about risks, services, and risk mitigation activities. The PO will work to ensure that community mobilization activities, safety assessments, outreach visits, government and other organization meetings, and community-based activities are planned, implemented, and monitored in Kyaka refugee settlement.
Duties And Responsibilities :
- Design and monitor GBV prevention activities, ensuring these activities are informed by target beneficiaries and correspond to their priorities and safety ;
- Establish and coordinate Women Committees comprised of members from the targeted communities to conduct women-led risk reduction activities, safety audits and assessments ;
- Collaborate in building the capacity of WPE Volunteers, Women Committees and other community structures on GBV Core Concepts, safety audit and service mapping tools, reporting and advocacy skills, and community mobilization ;
- Support the roll out of behavioral change approaches to prevent GBV e.g. EMAP, Girl Shine, SASA! etc while tracking progress on implementation and engagement of targeted clients ;
- Implement prevention and community-based advocacy initiatives based on identified needs and Safety Audit reports that reflect the voices of women and girls ;
- Conduct training and dialogues with women and men community members, community leaders and key informants on the topics of GBV, women’s rights, gender equality in line with priorities identified by women and girls ;
- Conduct outreaches to disseminate information of services available to women and girls and raise awareness with the WPE Assistant Prevention Officers, Volunteers and the Women Committees ;
- Work with families, caregivers and communities to support in building and strengthening a more protective environment for adolescent girls and to meet their specific needs ;
- Oversee data collection through M&E tools and systems, ensuring strict adherence to confidentiality and GBV best practice principles ;
- Submit daily, weekly, and monthly comprehensive work plans and reports to the supervisor ;
- Provide ongoing supervision, support, mentoring and guidance to Assistant Prevention officers to ensure outreach services meet the highest quality standards and adheres to GBV best practice and guiding principles ;
- Participate and represent WPE program in relevant committees, clusters, task forces, and zone level coorindation meetings ;
- Collaborate with programme staff and operations to ensure that supplies are available for WPE activities in a timely manner and resources are available to support events, trainings, and workshops ;
- Support the immediate supervisor to complete monthly cash projections, spend out plans and raise PRs for needed supplies ;
- Carry out performance management evaluation (PME) and ensure PME documentation for direct reports is in place and followed up regularly ;
- Update, organize and maintain all WPE electronic and hard-copy files ;
- Provide continuous feedback to the the supervisor on any challenges in the work implementation to be addressed directly with corrective steps/measures if needed ;
- Assist in the orientation of new staff by providing them with the necessary documents and materials for orientation ;
- Ensure compliance with IRC policies and protocols of confidentiality, respect and safety.

Internal : Close coordination with IRC Protection, M&E, Finance, HR, Operations
External : Close collaboration with donors, local actors (local NGOs, UN agencies, government) and service providers’ part of the urban survivors of sexual and gender-based violence (SGBV) referral system
Qualifications :
- University degree in Social Sciences : Social Work, Gender/Women Studies, Public Health, or other appropriate fields ;
- At least 2 years’ experience in the field of protection and Gender-based violence prevention in an emergency setting ;
- Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form ;
- Ability to communicate sensitively and without judgment; good diplomatic and persuasion skills ;
- Ability to use good judgment when making decisions and to take accountability for decisions made ;
- Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries ;
- Good interpersonal skills including ability to gain trust and build relationships ;
- Ability to handle multiple tasks; proven self-initiative and problem solving abilities ;
- High standard of spoken and written English ;
- Good computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point ;
- Be able to work in a stressful setting and adapt quickly to changing environments.
