Organizational context :

Cameroon is a country situated in West and Central Africa bordered by six countries. The humanitarian situation in the North and South West regions is complex since the outbreak of the anglophone crisis. WFP is scaling up its operational response to meet food and nutrition needs of affected populations in the South West. As situation evolved in the region, there will be a need for WFP to understand the development of the context, needs and responses capacities of actors; engage different stakeholders for strategic linkages and support capacity development of Cooperating Partners. The incumbent will operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are fully achieved.

Job purpose :

 To provide support to policy and programme activities that effectively meet food assistance needs.

Key accountabilities (not all-inclusive, within delegated authority) :

Under the direct supervision of the Head of Field Office of Buea, the incumbent will be responsible for the following duties:

  • Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance ;
  • Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures ;
  • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained ;
  • Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities ;
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders ;
  • Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery ;
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages ;
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials ;
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries ;
  • Perform any other related duty as may be required by WFP Management.

Educational Requirements :

Advanced university degree (Master II or DESS/DEA) in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Working Languages :

  • Fluency (level C) in both English and French language ;
  • Good understanding of local language Pidgin is highly desirable.

Essential experience:

  • At least five (5) years of professional experience with an advanced degree or seven (7) years with a First University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance in a humanitarian/ development context with UN Agencies, NGO, government or private sector ;
  • Direct knowledge and experience of humanitarian/ emergency operations including programming and coordinating complex projects with different entities and government authorities ;
  • Proven experience in designing, planning, implementing and monitoring Programme activities.

Desired experiences for entry into the role : 

  • Has deepened technical knowledge through exposure to technical teams ;
  • Has taken leadership of implementing programmes.
