Request for Expression of Interest (EOI) No: ADB/EOI/COSL/2019/03/001

  1. The African Development Bank hereby invites Individual Consultants (Consultant Macroeconomist) to indicate their interest in the position of Consultant Macroeconomist.
  2. The Sierra Leone Country Office (COSL) on behalf of the Country Economics Department (ECCE) of the Bank invites Individual Consultants to indicate their interest in providing the above-described services.
  3. The services to be provided under the Assignment include: Preparation of strategic Bank documents such as Country Strategy Paper (CSP), including the Completion Report scheduled for Q2-2019 combined with presentation of the Pillars of the New Strategy. Work would also include a Country Diagnostic Note (CDN) for the SL Economy and the preparation for the upcoming CSP (2020-2024), work on which should start in Q2- 2019. Services will also include Supporting the Country Economist to deliver on the Bank’s technical and research work related to growth, economic and social policy advancement and sector reforms. This is done by using several economic advisory instruments such as Technical Assistance (TA) programs and Analytical and Advisory Activities (AAA), Economic and Sector Works (ESW’s), and Policy Briefs in prioritized areas relevant to the Bank’s corporate strategy and government’s development agenda. Also to Backstop the Country Economist and the Country Manager in the Budget Support Dialogue on Policy Reforms by participating in the PFM and multi donor budget support groups (MDBS), collaborating with other development partners to support the government’s sectoral and structural reforms mainly through the Performance Assessment Framework (PAF) instrument.

4.The duration of the contract will be six months. Settlement will be in accordance with the contract to be signed between the parties.

5.Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience insimilar assignments, etc).   1.  After reviewing the various Expressions of Interest received, the Bank plans to issue a Request for Proposal to the preselected candidates. The qualification criteria are as follows: Having at least a Masters’ Degree in Economics, with emphasis on development and quantitative analysis. A Ph. D is a plus.]Be from a Bank member country.Have        at        least         ten         (10)        years        of         experience         in         similar          activities Having an experience with Development Financial Institutions will be an advantage.
