JOB DESCRIPTION

Position:                                        Logistics Coordinator

Reports to:                                    Area Manager

Supervision of:                              Logistics Officers and Senior Procurement Officer

Duty station:                                 Kibondo, Tanzania (with frequent travels to the refugee camps)

Travel:                                           20%

Project number:                             TZFM2301

Duration and type of contract:   12 months with possibility of extension subject to funding availability

RESPONSIBILITIES

The purpose of the Logistics Coordinator is to ensure that supply chain systems and logistics set up is according to NRC standards, and to support programme/project implementation.

Generic responsibilities

  1. Implement NRC’s systems and procedures at area level and or country level
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements;
  3. Prepare and submit reports and analysis;
  4. Ensure proper filing of all support documents;
  5. Support line managers in procedures and require support team trainings;
  6. Management of logistics team;
  7. Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management);
  8. Ensure safe and efficient transport of staff and materials/goods;

Specific responsibilities

  1. Recruit and train logistics staff and line managers and staff with logistical responsibilities;
  2. Identification of logistics needs and establishment of logistics structures, functions and systems in new field locations if/when required;
  3. Identification and obtaining of all resources (including personnel) required to ensure smooth functioning of field logistics operations;
  4. Align, implement and maintain NRC Logistics systems, policies and procedures and ensure that the logistics policies and procedures are consistent with local government laws and good practice;
  5. Implement the performance management system for the logistics team;
  6. Coordinate with relevant partners, suppliers, authorities, etc.;
  7. Ensure that reports are prepared and submitted as required by NRC and donors regulations;
  8. Ensure that country set up comply with Logistical Handbook, NRC policies and donor requirements, including main office in Kibondo and other field offices
  9. Initiate and or maintain necessary leases, licenses and contracts with relevant authorities and suppliers.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  •  Area Manager
  • All NRC Employees in Kibondo Tanzania
  • Logistics staff regional office
  • Peer INGO’s

Scale and scope of position

Staff:2 Logistics Team Leaders, 6 Logistics Technical Assistants including Fleet and 1 store Keeper, 14 Drivers, 1 Procurement Team Leader and 2 Procurement Technical Assistants.
Stakeholders:Other peer agencies e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies. HR service providers’ e.g. legal services, medical services etc.
Budgets:N/A, will support in preparations and monitoring of Master Support Budget

QUALIFICATIONS

  1. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Minimum 4 years of experience from working as a Logistics Coordinator in a humanitarian/ recovery context or alternative setting
  • Must have a bachelor degree in Procurement and Logistics Management, Business Administration or any other related field.
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Kiswahili, both written and verbal
  • Valid driver’s license

Context/ Specific skills, knowledge and experience:

•            Knowledge of the local language (Ha)

•            Experience with start-up, exit or similar

•            Experience with capacity building of staff and training
