For every child, a safe environment :

More than a year into the emergency response, population density and severe congestion along with the potential for disease outbreaks while improving are still posing considerable challenges to response actors. More than 51,000 1 emergency latrines have been constructed of which approximately 10,000 are full and approximately 3000 deep and

6000 shallow tube-wells have been installed by individuals, the private sector, NGOs and the DPHE (Department of Public

Health Engineering). Almost 500,000 hygiene kits have been distributed, many with no Instructions or follow up at all

Various approaches to hygiene promotion are being implemented by WASH agencies though in general, the socio cultural norms and perspectives of the Rohingya are not sufficiently reflected in the didactic messaging which predominates. Cross sector links with health and nutrition, education, protection and food security actors which could potentially support a more community centred approach to working are not currently being exploited.

The importance of hygiene promotion in this context is increasingly recognized by key WASH actors and while a great deal of progress was made during the first consultancy a continuous stronger strategic leadership and coordination with clarity on priorities, operational approach and capacity building is urgently required to ensure that progress made in the middle of the year is not lost and to maximize its impact on the health and wellbeing of crisis affected communities in the coming months.

 

 

Deliverables/Outputs :

  • Provide leadership and support to the HP Technical Working Group, periodically updating its TOR, strategy and helping to develop an ongoing workplan.
  • Advocate for implementing Core Humanitarian Standards in the delivery of WASH interventions and encourage partners to align their activities to the Cox’s Bazar WASH Sector Minimum Requirements for the Rohingya Response.
  • Ensure that the WASH Sector Coordinator is regularly informed of critical issues in delivering HP and that key information is shared between the TWIG, national authorities and sector partners.
  • Ensure that the WASH Sector Coordinator is regularly informed of any outbreaks of faecal-oral disease and is updated on the AWD prevention and response plan. Ensure the successful implementation of the Hygiene component of the JRP workplan.
  • Map the current HP actors and initiatives across the sector and with sector partners, identify gaps in coverage and capacity.
  • Ensure the compilation of all HP TWG accepted Hygiene methodologies as annexes to the Hygiene Strategy.
  • With sector partners, develop a capacity building strategy to address the gaps.
  • Review and update existing data on context analysis, community stakeholder mapping and baseline data on WASH norms and practices as they relate to public health risks.
  • Where necessary, support partners with data collection methodologies to provide a more comprehensive analysis of the key barriers and enablers to community engagement in hygiene promotion and practice.
  • Design outreach activities and context specific communications initiatives based on these findings
  • In conjunction with WASH engineers and Gender and Protection colleagues, review the design of WASH facilities to address concerns relating to access, privacy, dignity and cultural appropriateness for diverse users (e.g women, the elderly, the disabled)
  • Identify support for adolescent girls and women to ensure safe menstrual hygiene management
  • Develop initiatives to engage with children and their care givers in the safe disposal of children’s excreta.

 

 

To qualify as an advocate for every child you will have :

Education/Knowledge/Expertise/Skills required :

  • Advanced university degree or equivalent experience in Environmental Public Health, Programme Communication or Sanitation Engineering, or other field related to behaviour change and communication.
  • A minimum of 5 years of experience working in emergency contexts with either the UN and/or NGO
  • Knowledge of public health and one or more other relevant areas e.g.: behaviour change, health promotion, community development, education Experience of working with communities in hygiene promotion and community mobilisation in relation to WASH
  • Demonstrated experience of leading hygiene promotion interventions at agency or sector level
  • Demonstrated experience of scaling-up hygiene promotion interventions
  • A sound understanding of gender and protection in relation to WASH
  • Ability to apply the principles of Accountability to Affected Populations in the context of the current programme environment
  • Familiarity with the Core Humanitarian Standards and the application of international and national WASH standards
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.

Remarks :

  • Duration: 11.5 months
  • Duty Station: Cox’s Bazar
  • Monthly Fees: Lumpsum of USD 9000.00 inclusive of DSA and other local travel costs.
  • One round trip ticket is authorized for the duration of this contract.
  • Payment schedule will be regular monthly payments upon delivery of a satisfactory monthly progress report.
  • Rest and Recuperation is approved in line with applicable cycles, duration and lumpsum for the duty station (Ref. CF/AI/2012-003),
  • Consultancy fees will not apply on days when the Consultant is on R&R.
