IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. Context :

The Media and Communications Division (MCD) of IOM is comprised of experienced communications professionals based in Geneva as well as various regional offices. The team provides advice and support on media and public information issues to IOM Headquarters and missions worldwide. It is responsible for media relations as well as producing a variety of other public information materials, including official statements to mark special events, information folders, fact sheets and press briefing notes on specific IOM activities.

MCD is expanding its support of IOM missions’ community engagement activities, in particular related to information campaigns. IOM is implementing information campaigns to raise awareness of the risks of irregular migration through various programmes in countries around the world. In this context, MCD is utilizing data collected in collaboration with country offices and the Global Migration Data Analysis Centre (GMDAC) to develop institutional guidelines on information campaigns. To support this work and related project activities, MCD is looking for a Communications Campaign Specialist.

Core Functions / Responsibilities :

Under the direct supervision of the Community Engagement Programme Manager, the successful candidate is responsible for the following :

  1. Conduct a desk review of IOM information campaigns past and present to assess methodology and impact evaluation;
  2. Develop a work plan for producing and institutionalizing guidelines to implement effective information campaigns;
  3. Assess results from current information campaign monitoring and evaluation to generate key findings;
  4. Coordinate with colleagues from GMDAC, HQ and relevant missions to compile inputs on behaviour change communications and information campaigns across IOM;
  5. Draft guidelines for information campaigns based on desk review, field data and other relevant inputs;
  6. Manage the internal library of information campaign materials for knowledge transfer across IOM missions;
  7. Support IOM missions to conceptualize, design and develop multimedia, multilingual awareness raising materials for communities of origin using various formats and communications channels;
  8. Assist in the development of a customized mobile application to collect migrants’ stories and an online platform to visualize campaign feedback;
  9. Facilitate the collection of testimonies of migrants by field staff and incorporate vetted stories collected to support IOM’s awareness materials in communities of origin;
  10. Prepare internal regular updates, specific briefings covering the project’s activities;
  11. Ensure that info campaign guidelines are gender sensitive and in line with IOM’s brand and corporate identity;
  12. Collaborate closely with IOM’s various departments and field missions to increase effectiveness of community engagement and feedback channels in IOM operations;
  13. Perform such other related duties as may be assigned by the Community Engagement Programme Manager.

Required Qualifications and Experience :

Education ;

  • Master’s degree in communication, journalism, social sciences, or a related field from an accredited academic institution.

Experience :

  • Minimum of four years of professional experience related to community engagement, impact assessment, M&E or related activities;
  • Previous experience in programme management and evaluation;
  • Proven expertise in writing reports and/or guidelines for various stakeholders;
  • Strong organizational and editorial skills;
  • Willingness to take personal responsibility and accountability for delivering results to internal and external clients;
  • Strong conceptual and research/analytical skills with the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusion and recommendations;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Proven ability to produce quality work accurately and consistently according to set deadlines;
  • Practical experience of how to multi-task, prioritize and work independently.

Languages :

  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage ;

Other:

Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
