How can you make a difference?

UNICEF Zimbabwe is seeking to hire an innovative and enthusiastic individual consultant to to support the development of an HIV Sustainability Roadmap for Zimbabwe as part of strengthening the health care system

 

PURPOSE OF THE ASSIGNMENT

The goal of the Consultancy is to support a consultative process through the national working group on the development of an HIV sustainability roadmap.

 

 BACKGROUND

Zimbabwe is one of the high HIV burden countries with a prevalence of 12 percent, with 1.2 million people living with HIV (ZIMPHIA, 2020). Although the HIV incidence amongst adults is low at 0.4 percent, it has a significant gender dimension, being higher among women (0.5%) than men (0.2%), specifically, women aged 15-24 years (0.8%). The 12 percent prevalence masks the regional variation which is as high as 17.6 per cent in Matabeleland South Province. In 2020, there were an estimated number of 1.2 million people living with HIV (PLHIV) in Zimbabwe of which 120,000 were children and adolescents aged 0-19 years old. The mother to child transmission rate of HIV is high and currently at 9 per cent. Twenty three per cent of all new infections in Zimbabwe during 2020 were among adolescent girls and young women despite accounting for only circa 10 per cent of the population.

As financial resources for the HIV/AIDS pandemic continue to decline globally, Zimbabwe is not spared. External partners make significant contributions to the Zimbabwe Government’s response to the provision of HIV/AIDS services, with PEPFAR and Global Fund (GF) being the main partners. Nevertheless, with the ongoing global challenges, funding for HIV/AIDS may not be sustained at the current level in the foreseeable future creating a potential gap in sustaining the provision of HIV treatment and prevention efforts to reduce new infections. Failure to address the issue of sustainability adequately will affect the successful transitioning from the reliance on external funding.

Against this backdrop, UNICEF is seeking to engage a Consultant who under the leadership of MoHCC will work with the TWG to facilitate high level engagement and consultations which will inform the development of a sustainability roadmap for the country. This will involve the review of HIV financing, and the related program components. This will help with taking stock of the whole HIV financing mechanism in the country and develop a robust plan that will help build sustainability of the HIV response financing in Zimbabwe within the broader health care system.

The roadmap will serve as a reference document for all stakeholders including government, donors, civil society organizations (CSO) and multilateral agencies on the actions required to move the country towards sustainable HIV epidemic response.

 

ASSIGNMENTS:

UNICEF with support from PEPFAR/USAID is availing the MoHCC with the services of a senior level Consultant with vast experience in public health financing with a strong focus on HIV, primary health care (PHC), and health system strengthening to support policy level dialogues and development of a sustainability roadmap on HIV within the broader health care system. This will entail working with various stakeholders, preparing and facilitating consultations, assisting with the development of various communication pieces and tools on the process, and the development of the roadmap. As this process coincide with the writing of the new Global Fund application, NFM4, the consultant will also work in liaison with the GF consultant who will be drafting the component on RSSH, resilient and sustainable system for health.

 

The consultant is required to conduct the following activities;

  • Prepare an inception report and present it to the TWG on sustainability.
  • Conduct a programme and financial sustainability assessments with accompanying power point presentations to identify gaps for capacity building
  • Support the activities of the sustainability working group under MoHCC in collaboration with the secretariat, UNICEF
  • Support the convening of one national level high-level policy dialogue
  • Develop 2-3 policy briefs with accompanying power point presentations on sustainability
  • Draft the roadmap with accompanying power point presentations

To qualify as an advocate for every child you will have..

Education:

Advanced degree in Public Health/Health Financing/Economics, Strategic Planning/Social Science or any relevant field

Experience:

  • At least 8 years of professional work experience at national and international levels including field experience and expertise in HIV programme management
  • Experience working in related field in Eastern and Southern Africa, is desirable

Languages:

English. Shona and Ndebele will be an added advantage

If interested and available to undertake the individual consultancy, please submit your application online and attach the required documents including the technical proposal and an all-inclusive financial proposal incorporating an approximate number of travel days for field (local) travel. 

Technical proposal: The Technical Proposal should articulate an understanding of the TOR and include the proposed Tasks/Milestones, Deliverables/Outputs, Timeline and level of effort by deliverable. The similar table provided in the TOR is indicative. Applicants may use the indicative table as a guide or deviate as per the proposed approach. The proposal should also cost-effectively propose the local travel proposed by the applicant to undertake the assignment.

Financial proposal: The Financial Proposal should include the costs (providing a daily rate as justification) for each task, including consultant fee, proposed travel costs and perdiem, communications costs and any other proposed cost.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
